UK Court of Appeal overturns interim licence ruling; Nokia, InterDigital earnings; Lawmakers blast value-based patent fees; Sisvel Connect takeaways; plus much more

Another major FRAND decision has come down from the Court of Appeal in London, this one holding that the interim licence declaration won by Samsung against ZTE back in June was wrongly decided. Samsung had approached a UK court to determine global cellular SEP cross-licence terms, while ZTE subsequently sought a similar global ruling in China’s Intermediate People’s Court of Chongqing. Justice Mellor of the High Court ruled that ZTE had acted in bad faith by using injunctive proceedings to attempt to secure their preference for a determination in Chongqing rather than London.
But writing for a unanimous appeal panel last week, Lord Justice Arnold stated: “Unless there is a legitimate and substantiated objection to the forum in question, it does not constitute bad faith for a SEP owner to seek to force an implementer to accept determination of FRAND terms by the SEP holder's preferred court rather than the implementer's preferred court.”
Elsewhere, Nokia and InterDigital recently disclosed financial results highlighted by year-over-year gains in third quarter royalty revenue. Both firms also made significant announcements related to AI – InterDigital acquired AI startup Deep Render to boost its video compression capabilities, while Nokia received a $1 billion investment from chipmaker NVIDIA focused on AI-native mobile networks and infrastructure.
There was also news that six legislators from the House Judiciary Committee have written a letter opposing Commerce Department plans for a value-based patent tax; and Sisvel Insights shared lessons learned from Sisvel Connect 2025, which saw SEP stakeholders from all sides of the market engage in meaningful and constructive dialogue.
